According to the International Union of Railways (UIC) safety database report 2024, over 90% of all fatalities on rail infrastructure involve third parties (mainly trespassers and level crossing users).
Since June 2009, the UIC, the International Union of Railways, with the support of the railway community around the world has spearheaded the International Level Crossing Awareness Day (ILCAD), a worldwide initiative to improve awareness of level crossing safety. About 50 countries usually take part in the ILCAD annual campaign.
Each year, a partner country hosts the launch event at which good practices and projects to improve safety and reduce accident tolls are shared.
2025 will be the 200th anniversary of the very first passenger railway in the world, so it is fitting that the ILCAD campaign will be launched in Britain – the original home of the railway. It will be jointly hosted (in person, in English) by NETWORK RAIL and RSSB (Rail Safety and Standards Board) at the National Railway Museum in York, in the UK the day after TRESPAD.
This conference attracts railway industry representatives, road authorities, academics, and many others from around the world who are working to raise awareness about the dangers surrounding level crossings.
The theme of the 2025 ILCAD launch conference will be “Helping people make good decisions” with the slogan “Safe decisions – every time.”
The key areas are:
- Engineering – What technologies could help people make good decisions, raise awareness and ultimately prevent accidents at level crossings?
- Enforcement – partnerships involving railways, local authorities and police forces to encourage responsible, safe behaviour.
- Community outreach – What are the best means of helping people (in particular vulnerable users) understand the safety risks at crossings?
